What is an Item Upgrader in Pokemon Go?

The upgrader for items adds a new widget to the top of the Angel and Cash Upgrade windows. The Manager is priced at 33 billion Angel Investors, and has no gameplay benefit other than making it easier to buy upgrades.

Boosters
With an upgrader for items you will be able to enjoy many bonuses. They can include a range of stats, in addition to a number of extra bonuses. These bonuses can be applied to weapons or armor, as well trinkets. They can be used to improve a character's abilities or to give a new dimension of variety to their character.

Some items have a built-in boos, which is less effective when upgraded. For instance the Goldwrap provides extra potion slots. These are usually upgraded to add value to an item that is perfect or close to being perfect.
Costs
There are a few costs that are associated with upgrades to items. The first is the cost of performing the upgrade. This cost depends on the item's new ilvl and the number of perks it will gain, and can be expensive. Upgrades to a higher level (such as Explorer to Champion or Veteran to Heroic) are costly.
The second is the cost of materials needed for an upgrade. These items are typically Power Dices (dropped from monsters 21+), Minerals and Erons or specific Mists Of Pandaria or Warlords of Draenor Quests. The amount of these materials needed can be found in the inventory of an upgrade vendor.
It takes time to upgrade an item. It can take up to 8 hours, depending on the size of an upgrade. The upgraded item's base stats are calculated by using the new ilvl of the item, perks, and other properties. This calculation determines the new Armor Class bonuses, damage dice, as well as other important statistics. In some instances an upgrade may grant additional benefits. These perks are offered on a table.
In rare instances, the upgrade will only replace the most expensive benefits. The upgrader can also make other modifications to the item, like changing the type of damage it deals to its weapon, or adding or removing a operative or unwieldy function. Success Rate

It is also possible to add a range of additional materials to the upgrade, thereby increasing its chances of success. These are shown in a separate window, above the + button. There are some limitations. The maximum amount of material you can add is displayed directly above the + button.
A Blacksmith Blessing or an upgraded version of it can be used to increase the chances of a successful upgrade. This item can be useful if your weapon or piece is nearing or has reached the maximum level of its tier. This item allows you to upgrade the equipment to the next level without the risk of breaking.
If an upgrade fails the system will be restored to its original state. This is usually an error, but it could also be a downgrade. Save an upgrade until you're close to the maximum level of an item.
There are several items in the Kafra shop that can be used to increase the odds of a successful upgrade. For example upgrading an equipment using HD Oridecon or HD Elunium repeatedly will give you more chance of success. The success rate will also be increased if you increase the chance of getting a Double Mint by Shoe-Minting five times.
Failure Rate
